Well, almost anyway. It turns out because the U.S. Government and S.H.I.E.L.D. officially do not acknowledge Howard as existing, so he has no rights, not even the right to sigh the Super Human Registration Act for using his illegal duck powers.
Left in a cage at the end of the last issue, Howard the Duck #4 is the last issue by Ty Templeton in this miniseries.
And it doesn’t disappoint. Templeton has been able to capture the social critique indicative of Steve Gerber’s original Howard the Duck series (soon to be released as a beautiful hardcover omnibus edition).
